Established in 2022, the Building Safety Competence Foundation (BSCF) has now assessed over 2000 building inspectors seeking to validate their competence.
As a not-for-profit Community Interest Company, the BSCF’s focus is on assessing and developing the competence, ethics and culture of the construction industry in the interest of public safety and consumer protection.
The BSCF recognises that the building control profession must continue to learn and develop to ensure the industry has appropriately competent building inspectors to regulate and enforce the building regulations within our communities.
As a result, the BSCF is launching a NEW assessment band and renaming its existing bands to provide clarity and better align with the Building Safety Regulator’s registration structure.
Renaming of BSCF assessment bands
With the RBI register now fully established in both England and Wales, the BSCF is updating its assessment bands to more closely align with the Building Safety Regulator’s registration structure.
- Band A (Domestic) will become Category 2A
- Band B (General) will become Category 2A–F
- Band C (Specialist) will become Category 3G&H
New Assessment Category: Category 2A, B, D
A new assessment category, Category 2A, B, D is being introduced.
It offers an additional scope of certification that sits between Categories 2A and 2A–F. This provides flexibility for those whose work falls outside the narrower scope of 2A but does not require the bredth of skills, knowledge and experience associated with 2A–F.
Updates to the assessment tables and candidate guidance will be published shortly on the BSCF website.

Assessment Availability
Assessments for the new Category 2A, B, D will commence in September 2025, alongside ongoing assessments for Categories 2A, 2A–F, and 3G/H.
